toilet bricks and recycling #5 plastics

Today's edition of "USA Weekend" suggests putting a brick in a toilet to save water. I have been searching to find out if this is still viable thing to do but have not found any info. I have found products to buy that appear to do the same thing but if I want to see if I can save water without having to spend money.

They also offer products made from recycled plastic.
